Postępowanie prowadzone jest w trybie zamówienia z wolnej ręki na podstawie art. art. 305 pkt 1 ustawy Pzp, o wartości zamówienia mniejszej niż progi unijne. W wyniku okoliczności wymienionej w art. 214 ust. 1 pkt 1 a).

The procedure is conducted in the form of a single-source procurement procedure pursuant to Article 305 item 1 of the Public Procurement Law, with the value of the procurement being less than the EU thresholds. As a result of the circumstances specified in Article 214 section 1 item 1 a).
